Scouting Players
In OOTP, scouting happens automatically. The frequency of scouting reports can vary depending on your scouting director's busy schedule, but typically players are scouted on the first day of Spring Training, on Opening Day, the first day of the Offseason, and every few months in between. First-year amateurs are scouted as soon as the draft pool is announced.
However, it is also possible to manually scout a player, if you absolutely need an updated scouting report for a given player. For example, perhaps you don't put any money into international scouting, but you're interested in signing a Japanese free agent. To manually scout a player, you can choose Request Scouting Report from the Action menu on the Player Profile:
Alternately, you can accomplish the same thing by right-clicking on any hyperlinked player name in the game, and choosing the Request Scouting Report option from the right-click menu.
When you manually scout a player, no result pops up. Rather, the information in the Scouting Reportss screen is updated with new information.
In general, this means that the longer you have the same team in place, the better your scouting will become, with better scouts with bigger budgets producing more accurate results. Older players and players in your organization are also easier to scout.
Additionally, you can affect the accuracy of scouts in your saved game globally. This can be done during game creationscreenin the Game Options page. After game creation, it can be adjusted by navigating to OOTP Menu >> Game Setup >> Global Setup tab.

The accuracy of player scouting depends on a number of factors:- Your scouting director's ratings in the appropriate area
- Your Scouting Budget in the appropriate area
- The age of the player (older = more accurate reports)
- How many times this scouting team has scouted the player
- Whether the player is in your organization or not (in your organization = higher accuracy)
