Personnel Strategies
Personnel also have strategic preferences; what amounts to a personality of sorts. These can be seen on the Strategy Preferences page:
Although scouting directors and trainers also have strategic preferences, they don't come into play in OOTP unless you happen to assign a scouting director or trainer to a management or coaching job. Normal GMs and managers can't adjust the strategic preferences of their team personnel - after all, you can't change who someone is! However, commissioners can change these values by dragging the sliders.
There are four sets of strategic preferences, described below:

Effects of Strategic Preferences
Personnel strategic preferences are used to determine AI decision-making. If you play out your games in play-by-play mode, then personnel strategic preferences rarely come into play, because you are making those decisions yourself manually. However, any time you delegate responsibility for one or more aspects of the game in the Manager Options page, these strategic preferences will affect how your personnel makes decisions. Similarly, if you auto-play your games, these preferences will affect the decisions your personnel make during simulation.There are four sets of strategic preferences, described below:
