As operating systems have evolved, they have taken steps to separate programs/application files (that you presumably shouldn't touch) from "user data" such as saved games and custom files. For transparency, here is a breakdown of what files get installed where during an OOTP installation!
Program Files
Program or application files - those that are used to run the program, and should not be touched by users - are installed in the following directories:

User Data Files
User data files - those that are custom to the user, or can be customized - are installed in the following directories:

Configuration Files
OOTP also has a few special configuration files that aren't required for normal usage of the game. These are placed in the following directory, which is hidden by default on all operating systems:
