The Nation Editor screen (Manager Menu >> Info and Tools >> Explore World >> click on any nation >> Nation Editor) is used to edit information about the selected nation. See the section of the manual on Tools, Functions, and Editors for more information on the Nation Editor.

The Nation Editor is only accessible if you are the commissioner.
