Scouting Directors
In OOTP, each team's personnel includes a Scouting Director. The Scouting Director is in charge of all scouting-related activities for your team. Your Scouting Director is in charge of a team of scouts, but that team is hidden from your view. As the general manager, all you need to do is define a budget and set up scouting priorities, and let the scouting team take it from there. Scouting Director Ratings
Like everyone in OOTP, Scouting Directors have ratings that affect how good they are at their job. These ratings represent the strengths and weaknesses of the scouting director's scouting program.



RatingDescription
Scout Major Leagues Ability to scout major league players. This includes players from any parent league in your game that are in the same nation as this Scouting Director, as well as all free agents that have at least one day of professional service time.
Scout Minor Leagues Ability to scout minor league players. This includes players from any child leagues in your game that are in the same nation as this Scouting Director.
International Scouting Ability to scout players at any level who are in a different nation from this Scouting Director. Note, however, that for purposes of scouting, all free agents that have at least one day of professional service time count as "major leaguers," while free agents with no professional service time count as "minor leaguers."
Scout Amateurs Ability to scout amateur players, such as those in an upcoming first-year player draft. This includes any players with no professional service time.
Projection The Scouting Director's preference when it comes to projecting the future potential of players. The projection attribute has five settings: Highly Favor Ability, Favor Ability, Neutral, Favor Tools, and Highly Favor Tools. A Scouting Director that favors ability will base players' potential ratings on what the player can already do and project what he thinks the player will become in the future. The director that favors tools will base the players' potential ratings on the maximum peak the player could achieve. In theory, a scout that favors tools will find more superstars, while a scout that favors ability will find more serviceable major league players.

Scouting Director Contracts
Scouting Directors are hired to contracts just like other team personnel. They can be fired and replaced with other Scouting Directors who appear in the Available Personnel page.

Note: A scouting director has a plan and personnel in place to support that plan. New scouting directors may have entirely different approaches. As a result, firing (or losing) a scouting director can have an immediate and noticeable impact on the scouted ratings of your players. Think carefully before putting a new regime in place!
